This is the full example for a residential development application, in the form every CouncilQS report takes. It was produced the same way yours will be, from a set of drawings. The project, the people and every figure in it are fictional.

What is on each page

Page 1CoverThe site, the council, the reference, the cost excluding and including GST, and who prepared it.
Page 2Introduction and qualificationsWhat the Regulation counts in the estimated development cost, and the quantity surveyor’s own qualifications and experience.
Page 3The developmentThe address with lot, DP and council, a short description, and the documents the estimate relies on.
Page 4Floor areas and summaryThe gross floor areas the estimate is measured over, enclosed, garage and unenclosed covered, then construction, consultant fees, GST and the total, with the cost per square metre.
Page 5Elemental estimateEvery element of the building with its cost and its share of the total, including preliminaries and builder’s margin.
Page 6Inclusions and exclusionsWhat the figure covers and what the Regulation leaves out.
Page 7DeclarationThe quantity surveyor’s declaration in the standard wording, with name, membership and practice, and the signature and date cells left for signing.
Page 8Appendix A, the cost formThe state’s estimated development cost form for works under A$3 million, every element filled in. On the example the signature and date are blank, because nobody has signed it.
Pages 9 to 13Appendix B, the drawingsReduced copies of the key drawings the estimate was measured from.
