What you get

One signed report, in the state's standard form

The Estimated Development Cost Report follows the standard form in Planning Circular PS 25-004, section by section. Your council's cost form and your key drawings sit in the appendices.

The council’s own form, done

Appendix A is the estimated development cost form from Planning Circular PS 25-004, completed with the same figures as the report and signed. The council gets the form it asks for and the working behind it.

GST shown both ways

The estimated development cost is stated excluding GST, as the Regulation defines it. The GST and the total including GST sit beside it, because the council sets the DA fee on that total.

Every figure can be traced

Floor areas are measured from your drawings and set out floor by floor. Each element shows its cost and its share of the total, and the drawings it came from are in the appendix.

Talk it through

Book a 15 minute call

A short phone call with Pavlo about what your council asks for, what you need to upload, and whether the standard pack covers your job.

Weekdays, Sydney time. We call the mobile number you give us.

Outside the pack

Request a custom QS quote

An independent cost plan, a review of an estimate you already hold, a council report the standard pack does not cover, or another quantity surveying request.

Scope, fee and timing are agreed request by request, so this work carries neither the fixed price nor the 24 hour turnaround above.

Australia-wide

Ordering from outside NSW

The report is prepared to the NSW estimated development cost framework, Planning Circular PS 25-004 and the AIQS practice standard. Our quantity surveyor works Australia-wide, and the price and the turnaround do not change.

Councils outside NSW set their own requirements, so check what yours asks for before you order. Tell us the state and the purpose when you order.

  • Councils in other states

  • Banks and lenders

Who needs one

Who can prepare a council cost report in NSW

Every NSW development application states an estimated development cost. The council uses it to set the approval pathway and the DA fee. Who may prepare the report depends on that cost.

Who can prepare the estimated development cost report in NSW, by estimated development cost
Estimated development costWho can prepare the report
Under A$100,000You, the applicant, or a suitably qualified person
A$100,000 to A$3 millionA suitably qualified person, such as a licensed builder, a registered architect, an accredited building designer or a quantity surveyor
Above A$3 millionA registered quantity surveyor, a member of the AIQS or RICS

That is the state rule under Planning Circular PS 25-004. A quantity surveyor is on its list of suitably qualified people in every band below A$3 million, and is the preparer it names above A$3 million.

Councils also set their own requirements, and some ask for a registered quantity surveyor well below A$3 million. A few set their own form and their own credential as well. Check your council's DA requirements before you lodge.

Questions

Common questions

Who signs the report?

Every report is certified and signed by a registered quantity surveyor, a member of the Australian Institute of Quantity Surveyors.

The declaration and the cost form carry their name, qualifications and AIQS membership number, with their signature and the date.

Does the price change with the size of the job?

No. One price covers any residential job, whatever its size: a new home, a duplex, a granny flat, alterations and additions, or townhouses.

It is A$999 inc GST for one development application, with no surcharge for size or value.

Which councils accept it?

The report follows Planning Circular PS 25-004 and the AIQS practice standard. That is the method the state sets for every NSW consent authority.

For residential work under A$3 million, the circular describes accepting an estimate prepared this way as best practice for councils.

Each council also sets its own requirements, and some ask for a quantity surveyor well below A$3 million. Check your council before you lodge. A council can still ask about any figure, and when it does we answer with the working.

Is this the build cost?

No. It is the estimated development cost the planning system uses for the approval pathway and fees.

It is not a builder’s price. The EstiFlow estimate is the build cost.

What do you need from me?

The DA plan set as you will lodge it. Add the Statement of Environmental Effects, the BASIX certificate and any survey, engineering or landscape plans you have.

Then the site address, lot and DP, zoning, the council, the applicant’s legal name and a short description of the development. Tell us when you expect building to start, if you know.

What if my council queries the figure?

We supply the working.

If the council names a specific item we missed, we reissue at the corrected quantity at no charge.

Do you fill in my council’s own form?

Every report includes the state’s estimated development cost form from Planning Circular PS 25-004, completed and signed, as Appendix A.

If your council also asks for its own form, tell us and we complete it from the same figures.

How is GST shown?

Both ways. The estimated development cost excludes GST, as the Regulation defines it.

The report then shows the GST and the total including GST, because the council sets the DA fee on that total.

Does it cover section 7.12 levies?

The report states the estimated development cost.

Section 7.12 levies run on a separate section 208 basis, which includes GST. We can add that worksheet on request.

What is the turnaround and the cut-off?

Your signed report is delivered within 24 hours.

The full terms: 24 hours from receipt of payment and a complete plan set, Monday to Friday. Orders received after 2 pm Friday are delivered by Monday.

Can I get a refund?

If our quantity surveyor cannot certify a report from the documents supplied, we refund the order in full.

A duplicate payment is refunded in full. The refund policy sets out the rest.

Can I order for a job outside NSW?

Yes. The price and the turnaround are the same.

The report is prepared to the NSW estimated development cost framework, Planning Circular PS 25-004 and the AIQS practice standard. Councils outside NSW set their own requirements, so check what yours asks for before you order. Tell us the state and the purpose when you order.

Can I get the full build estimate too?

Yes. EstiFlow prepares a full construction estimate from the same plans.

It comes with a detailed cost report, an editable bill of quantities and subcontractor pricing packs.

The other question

Two questions, two different reports

Your council asks what the development costs, and the report you order here answers that, signed and in the state's standard form. What the build will cost you to carry out is a different question. EstiFlow takes the same plans and prices the work package by package, so you can set a budget, compare builder quotes and talk to your lender.
